Lagos govt agency adopts zero tolerance on building rules amid collapse fears

The Lagos State Building Control Agency (LASBCA) Lagos State Building Control Agency has issued a fresh warning to developers, contractors and building professionals across the state, threatening prosecution and disciplinary action against those who violate building regulations.

The warning was issued in a statement released on Tuesday, May 5, 2026, amid growing concerns over recurring cases of structural failures and building collapses in Lagos.

LASBCA said all stakeholders in the construction sector must strictly comply with approved building plans, obtain valid planning permits before commencing any project, and secure mandatory stage certifications at critical phases of construction.

According to the agency, recent investigations into building failures across the state revealed that many incidents were linked to unauthorised modifications, non-compliance with approved designs, and failure to obtain statutory approvals.

In the statement signed by Director of Public Affairs, Adu Ademuyiwa, the agency stressed that building regulations are not mere bureaucratic requirements but essential safeguards for structural integrity, public safety and orderly urban development.

“These requirements are not mere administrative procedures, but critical safeguards designed to ensure structural integrity, public safety and orderly urban development,” the statement noted.

General Manager of LASBCA, Gbaye Florence Gbaye Florence, said the agency has adopted a zero-tolerance policy against violations, warning that defaulting professionals and developers would be sanctioned and prosecuted where necessary.

“Building professionals owe a duty of care to the public. Any compromise, whether through deviation from approved plans, failure to obtain permits or neglect of stage certifications, poses a serious threat to lives and property,” she said.

Florence added that professionals found culpable would not only face legal consequences but could also be reported to their respective regulatory and professional bodies for disciplinary action.

She described the failure to secure stage certifications as a major breach, noting that such inspections are crucial in verifying compliance with safety standards throughout different stages of construction.

The agency disclosed that monitoring and enforcement mechanisms have been strengthened to promptly identify and address violations, especially projects proceeding without planning approval or mandatory inspections.

LASBCA also urged developers, consultants and contractors to collaborate with regulators in promoting compliance and best practices in the built environment.

Property owners were advised to engage only qualified and registered professionals who adhere strictly to due process.

The latest warning comes as Lagos continues to experience rapid urbanisation and increased construction activities, placing greater pressure on regulators to curb unsafe building practices and reduce the incidence of avoidable structural failures.

LASBCA said strict compliance with building regulations remains essential to achieving a safer, more resilient and sustainable urban environment in Lagos.
